A motor scooter is a vehicle that operates on two wheels. Its quintessential characteristics are its step-through frame, which allows its rider to straddle the seat in the manner of a bicycle, and a flat floorboard for the feet. The motor scooter is engine-powered, with the drive system and engine usually attached to either the rear axle or fixed under the seat of the vehicle. Also usually under the seat or existing as an attachment to the frame is some sort of storage space.

The wheels that the motor scooter rides on measure from eight to 12 inches (20-28 cm) in diameter. This makes the motor scooter the transportation method of choice in the urban areas of developed or developing countries due to the low cost of maintenance and steering ease. When compared to the motorcycle, a motor scooter is quieter, carry fewer legal restrictions, and requires relatively less skill to ride.

Motorized scooters have a step through frame, with a flat floorboard to rest the rider's feet. The scooter engine and the drive system is either attached under the seat or to the rear axle. Motor scooters also have storage place either hinged to the front leg shield or under the seat.

Perhaps the most famous of all motor scooters was and will always remain the Lambretta. The Lambretta was an iconic traveling companion in the seventies and eighties. The first Lambretta hit the roads in 1947 and was ceased to be produced in 1971. The motor scooter has since then been used extensively in Far-east Asian countries like Spain, India, Argentina and Chile.

The off road gas motor scooter are sturdy and have their own specifications for riding on hard surfaces, while the on road type of the scooter are designed for use by people going to offices, racing, or schools. These scooters have their own specifications. The off road gas motor scooter have a reinforced chassis and heavy suspension . The off road scooter are subjected to hard and bumpy surfaces and that is why they need big and specially treaded tires and the wheels range in the sizes of 8 to 10 inches.

There are a few motor scooters, however, manufactured for highway use. These motor scooters have a certification label on them, which certifies that they meet federal equipment standards. A 17-digit vehicle identification number (VIN) is also affixed on these motor scooters by the manufacturer, transferable to the purchaser with either a manufacturer's certificate of ownership or a title. These motor scooters conform to federal and state vehicle equipment requirements and standards, and when properly registered, inspected, and insured, may be operated on the highway by a licensed driver.

Though electric motor scooters may be very useful generally, there are some basic disadvantages of the scooter. One of them is that the scooter takes an amount of time to be recharged, instead of just being filled with gas. Also, electric scooters are known not to be able to take as high speeds as a gas powered motor scooter.
